Yes they can transfer the tool to your account. Ask for tool transfer to your account, not registration. At the same time request a language change to English.

 Its your call, but It is already less than 30 days of update expiracy .Try it on as many different makes here as you can,  If the scan tool works , already in language you can deal with and it recognizes and scans vehicles Globally and reads TPMS sensors of cars in the USA as well as Germany , I think I wouldn't chance something going wrong transferring registration and re-downloading everything. You bought it second hand and have a very small window of time to resolve any problems if something goes wrong. USA support won't help unless you purchase an update from an authorized USA dealer.
